To enable the notification option you have to go to your phone settings and tap on the Notifications & Status bar option. After this tap on the Manage Notifications option then go to the More option.

Tap on the Notification History option once you go to the More option. You can also search the Notification history option on phone settings to enable the option. Toggle the option to enable the Notification history option to read the deleted messages. When you enable the Notification history option then it will save all the Notifications and messages even if it is deleted.

The Notification history option allows users to view their past notifications including the snoozed ones. Now users don’t have to download any app to view their WhatsApp Deleted messages.
