It means when you or someone trying to backup your chat from WhatsApp at that time you have to enter the Password to backup your chat.
Without the password, you cannot back up your chat in the WhatsApp. With the help of this feature, you chat in encrypt with the password. When you set the backup password neither the WhatsApp nor the google is able to read your chat.
