You can accept and decline an incoming call in a separate window. When you make a call then a small box will pop-up and offer a few options. Turn off video, mute voice, reject button and more options will be on the pop-up. It will be better for the users if WhatsApp places a dedicated small box every time while receiving or making calls. If it will offer every time then users will be able to chat while they are on call.
