According to WABetaInfo the feature tracker of WhatsApp, it is developing a new tool that allows users to review Voice messages. Users can review their recorded Voice messages before sending them to their chats. This is the new way to listen to their voice messages before sending them.

WhatsApp will add the new Review button on the Voice messages option. Users can tap on that Review button to listen to their voice sending to their chats. After review, the messages users can either send or discard the messages. This feature is under development and it will roll out on future updates for both Android and iOS users.
