This feature is rolling out for India, Indonesia, and Brazil. This feature is available for WhatsApp version 2.21.3.19 or newer on Android and version 2.2131.2 or newer on iOS.
If you want to use the feature then you must have version 2.21.3.19 or higher on Android and 2.21.31.2 or higher on iOS. If you have these versions or you don’t get this feature then you have to wait for 24 hours, as per the WABetaInfo report.

Users can use the Sticker Maker third-party app to create custom animated stickers and import them on WhatsApp. The Sticker Maker app is available for both Android and iOS. You can create static and animated sticker packs with the help of this app.
